What is Resource?: We can define a resource, as the supply of the source that can produce the benefits and have some utility. 

What is Resource Management?

When we are planning for the project, we have needed to identify the needs of the project, and for this specific purpose, we are planning for the resources to fulfill these specific needs, including Human resource, communication, and transportation resources, implementation strategical resources, Financial Resources, because it is needed, to fulfill the project requirement, but on-time delivery and cost-effectiveness in the due interest of the client is very important.

The project design needed resource identification for approximate estimation of the project, always planners keeping the resources allocation within the given timeline and the quality assurance.  We have considered the components of the following resource to complete our planning phase for the project.

• Human resource 

• Communication and transportation Resources

• Implementation strategical Resources

• Financial Resources

The management of resources is the key element to a project because the projects depend on the availability of the resource. The efficient utilization of resources is the core need of the project concerned because the drain of resources will lose the project at all, so we have needed to manage these resources accordingly. The resources management process would provide the factual estimation of project expenditures for its budget allocation.

1. Human resource management process

The human resource management process of our company depends on situations and circumstances of the project, as our organization has already designed our HR policy, and in the specific scenarios of our current project, our HR policy translates the human resource allocation with following manners:

2. Communication and transportation Resources Management process

Communication and transportation is the key element of the project to ensure the on-time delivery of the project needs, so our organization has adopted the following policy for the efficient utilization of communication and transportation resources:

A. Internal communication: The organization will ensure the same network provider's SIMs for all essential employees, to ensure the package utilization efficiently, and we will offer all the staff officials in the duty hours, the Super Card minutes, for internal communication.

B. Internal Business Transportation: As our company has three maintained cars for the following transportation services and we charge the cost from the project as per market rates:

1. One for Chief Executive movement

2. One for Operational Management movement

3. One for coordination and purchasing movement.

C. Material Business Transportation: for this specific purpose, our organization will hire the local transport company within a given policy of organization contracts, the project will bear the cost as per bills produced by the vendors.

3. Implementation strategical Resource Management Process

As our organization is the registered entity, so we will work with the compliance of the Govt Regulatory authority directions, to ease the developmental work smoothly. For these various purposes, we have to establish the Project Management Office, including Administration and Coordination Department with Govt, Purchase and procurement department, Engineering Departments (including Civil, Electrical, and Mechanical). These are the strategical Resources to ensure the implementation properly as:

A. Administration and Coordination Department: This department will deal with Govt entities to ensure the Govt Regulation permission and also will ensure the compliance of the Govt Directions, dealing with the workers’ salaries and regulations, etc. This department will overlook and oversight the project implementation.

B. Purchase and Procurement Department: This department will ensure the on-time deliveries of materials to the project site through local purchasing or procurement procedures as per the policy of the organization.

C. Engineering Department: These departments will have three sub-departments including Civil headed by Civil Engineer, Electrical Department Headed by the Electrical Engineer, and Mechanical headed by the Mechanical Engineer. These sub-departments will oversight and monitor their specific areas of operation and also will act as Monitoring heads to ensure the in-time deliveries according to the project proposal.

4. Financial Resource Management Process

 The resource allocation is total dependence upon the in time allocation of financial resources, this department will be headed by the Finance Manager along with Chief Executive, the Chief Executive will ensure the finance allocation from the client and the Finance Manager will ensure the efficient utilization of funds according to the financial proposal and record maintenance through his subordinates. They will act as watch-dog for the resource utilization according to the Financial Policy of the organization procedures. Financial Resource Management will serve to record all receipts according to the procedures of the “Financial policy of the organization”.

Conclusion.

I conclude that,

1. The resource management process eases the planner to implement the project and the proper cost estimation of the project.

2. It will provide the actual and merit-based selection of the Human Resource would be ensured.

3. Thi process will peel up the" buts- and -don'ts" of the peoples during the selection process.

4. The appropriate person for the job guarantees the success of the project concerned.
