Introduction:

The evaluators always see the peoples with "yes" only, but the person can reply with "NO" in certain cases and he can explain his position with logical support will gain importance, because the "Yes" man can not be an appropriate manager, because he owes to take the project by any means, but the good planners want money to translate his dream to reality, which is the main objective of the donors always. The donors are not owing to support the project to spend their money, but they owe to see the change in the lives of the areas concerned. If the person can satisfy their queries will be valuable for them, which is not possible without the concept of the development process.

The mind matching of the partners is depending upon the clearance of all questions arising during the evaluation, which is only possible to tackle, through the prior study of the targeted location and population. The donors need the results with the consideration of situations of different geographical locations, they also want the positive and negative effects of the implementations.


The donors have to develop their understanding of the expectations of the project, they also investigate the false expectations, to bridge the gaps of miss-understanding, which can be created the questions to satisfy, the good leaders reply the question in the scenarios of actual grounds, which is always workable, but false presentation threw the negative impact on donor consideration for the fund's allocation because the project leader has not studied the project site, the positive and negative aspects of the location, the implementation strategies, will lead him to develop the false expectations, that's why the conventional studies for the project are gaining top priority to develop the basic concept.

The good project planners develop the projects based on comprehensive information and showcase the project as:
1. It is a research-oriented project.
2. This project will deliver the proof of concept with measurable indicators.
3. The project will deliver the workable products.

Planning


This phase totally depends upon the conceptual developmental studies, because the good planners are keeping the actual grounds in consideration when they are planning for a project. In this phase, they are showing the benefits, beneficiaries, including direct and indirect, internal and external stakeholders. What type of deliverable items will produce, who will get benefits? They are taking proper approval from authorities within the project scope. They are selecting the suitable team members; they are forming the teams, trained the team on project objectives. The good implementors always owes asked the full authority to run the project and adopting the tailor-made' decisions' in all situations to earn the win-win situations.

Control section comprises two types of activities, which are given below:

The logical framework of the project showed the short-term goals and long-term goals, it also shows the activities to be done to achieve the said goals, which entail with the work plan and timelines specified, the measurable indicators are also included in the said documents, so the implementors welcome the monitors to find out the gaps. The monitoring and evaluation officials are conducting their visits to confirm the activities already design in the proposal within the timeline and purpose. It always carries the monitoring on short-term goals to retract, the detracted train on track to achieve the goals on the given time schedule.
The control mechanism always should be transparent, to ensure the project completed on time, with excellent results.
Evaluation of the project started right from the beginning of the project to eradicate the mistakes, which always provide the guidance materials to the Project Manager and also show the inside information, which eases him to take the decisions on time, therefore the evaluation process always means, to transmit the transparent information with the commitment of a time schedule of the project.

The evaluation process provides the basis for management to decide for the efficient utilization of resources, it also early alarming the management about the delay in the project, from its agreed timeline with the client.
The wonderful managers should take a solid decision based on information collected by the evaluators.
The periodic evaluation is gaining importance because of the following reasons:

2. The ground knowledge empowered the manager to take the solid negotiation with donors, to award the project finance, which can be included the both words of "yes" and "NO", that may be appropriated with given situations, that will lead him to gain the donor attention.
