Human Resource Management
The Human Resource Management in Pakistan is not entertaining up to the demands of the age because the inappropriate people are appointing on different positions in Govt sectors, which cause to reduce the progress of the Govt entities with the comparison of a private sector because the private sector organization is entertained' the progress based deliveries, while the Govt institutions backed the merit-based system, which could not be tackled the situations appropriately because the criteria of merit are not appropriate to attract the excellently desirable results.
Introduction:
The current scenarios of the world demanded appointments against the position to deal with situations. The peoples having no capabilities could not deal with the times, because the peoples having abilities are being ignored because of false fixed criteria of merit.
Job offer based on principals
We can make the offer on the following areas to conduct the merit-based selection, but the criteria fixed for the positions are not attempting in Govt jobs in the organizations and institutions as:
A. Job needs assessment:
In this section the inappropriate need assessment is carried out, during this process, they will analyze the candidates in the light of job requirement, but the political influences affect this process, and inappropriate peoples have selected based on the recommendation of political masses, so the unable peoples passed in this assessment, which is not assessment process.
B. Job's Specification
In this section of Human Resource department prepared the job specification, and fixed the requirements in the advertisement not belonging to that job requirement, because they are trying to adjust the peoples recommended by the ministers, which can appoint the engineer on the position of a doctor, and Doctor being selected on the position of Human Resource department. This is not the actual specification for that specific job requirement. We miss the people having specific qualifications because of age factor, fewer years of qualification because the person has a Master's degree in a specific subject, but his competitors qualify because of qualification of the non-specific subject.
C. Job Description (JDs) and Term of reference (TORs)
The JDs issued by the top-level management to incoming officials specified the needs of that jobs, but how the person can entertain the JDs appropriately, they are killing their time just, because the Engineer cannot treat the patients, as it the Literature specialist cannot deal with students with disabilities, because they needed the experts of sign language and Braille specifically for the Hearing Impaired and visually impaired students.
Personnel planning selections:
As the organization appointed the medical professional who is the expert of medicine provision to patients, but here he has to make up the personnel planning, does he can? No, never, he cannot do this specific job of Human Resource Management specialist.
Testing for Employee Selection
These tests are conducting the right candidates for the specific job, but the testing service organization has hired based on favor would provide to minister and they would produce the test which can select the relatives, party workers, the voters of the minister, so how? We can say that we are appointing the peoples on merit. Because they are presenting the question papers to the minister concerned 'for the sake of the next contract being awarded by the minister to their organization.
Interviewing
The head of the organization is conducting the interviews of the candidates, which has comprised the list provided by the Minister and also made up the committee members, whose are not relevant to the subject concerned but are the minister appointees to select their candidates to ensure their illegal appointment on a legal way.
Health Examination of the selected candidates:
The selected Health professionals have designated' to examine the candidates, and he has also received' the personnel letter from Minister to pass their Heath Examination with a commitment to provide promotion on their desire position and transferred to the location they owed.
Discipline and Grievances
The head of the department noticed the huge mistakes and blunder carried out by these candidates during the tenure, they issued the explanation notices and start the disciplinary actions against them, but meanwhile, they received the transfer orders to the hard geographical locations to entertain their duties, sometimes these culprits threaten their boss to transfer him to the hard areas if they don’t withdraw that explanation letter issued by him to the culprits. It dispels the competent peoples from their original place and they are facing hurdles in hard areas that lead to wrong decisions of the administrators.

I Am concluding:
- Merit cannot judge the right candidates for the positions, because the criteria set in merit are not fulfilling the requirement of merit.
- They manipulate the selection process through political interference ' by the wrong verbal orders and threats of the political masses
- The country cannot go forward' towards the development in the current polluted merit system.
- Govt should ensure the accurate criteria for merit-based selection through withdrawing the authority of a minister from unique institutions.
- The transfer and posting of the officials' should be on merit' based on tenure completion, otherwise, the system reform will not occur.
